This Facility can be found in a cave in Timeless Horizon, you can hear a soft alarm sound when you are around it. Enter the cave, explore deeply until you find an entrance to the Facility. Go to the first elevator, go down and activate the Checkpoint.

Once it's flooded that's it. You'll have to wait for that particular event to spawn again.

You need to start the boss fight near the door, then walk to the door during the fight. All doors will open when you get close to them, with robots ready to rock.
